Willful child neglect is a criminal offense, primarily governed in England and Wales by Section 1 of the Children and Young Persons Act 1933 (as amended).

As a minimum reasonable care standard (especially for doctors trained in pediatric emergencies, first aid, and child safeguarding), yes—a visual check would be expected for hazards like choking (common in toddlers 1–3 years old), breathing issues, or sudden illness. Listening alone doesn’t detect silent choking, cyanosis, or other non-noisy emergencies 5 there were doctors
